Civil Construction
Management Services
in Western Colorado

Estimating, scheduling, and site oversight for civil projects, backed by our own crew and fleet.

One Contractor Accountable for Budget, Schedule, and the Work Itself

Most civil projects on the Western Slope don’t go sideways in the field. They go sideways in the planning, when the budget was a guess and the schedule ignored the freeze. We manage civil projects for developers, general contractors, and public agencies across Garfield, Eagle, and Pitkin counties, and we build the cost and timeline around how this region actually works. Because we self-perform the excavation, utilities, grading, and paving, the people managing your project are the same people building it.

Managed and Built by One Team. The people managing your project are the same people building it.

About Heyl Construction

Heyl Construction has been based in Silt, Colorado since the beginning. For more than two decades we’ve done civil work up and down the western slope, from Glenwood Springs to Aspen and Vail to Parachute, this isn’t a market we moved into, it’s home, and we know it well.

We deliver a quality civil construction product at a price that makes sense, and we do what we say we’re going to do: accurate bids, realistic timelines, and a GPS-guided Trimble fleet that keeps grading and excavation precise. From a 42-acre mixed-use development with a water ski lake and CDOT improvements to a half-mile private road paved under budget and ahead of schedule, we deliver at every scale across this region.

Construction Project Management Services in Silt, CO

Every civil project needs someone watching the budget, the schedule, and the field at the same time. Here’s what we take off your plate.

Civil Project Management & Site Oversight

A single point of contact who runs the job day to day: crews, equipment, materials, inspections, and progress reporting. You get straight updates, not surprises at invoice time.

Construction Cost Estimating & Scheduling

Line-item estimates for excavation, utilities, grading, and paving, built from what these jobs actually cost on the Western Slope, paired with a schedule that sequences the work around your deadlines and the region’s short construction season. You get bid numbers you can take to a lender or a council meeting, and a timeline that isn’t racing the first hard freeze.

Preconstruction Planning & Constructability Review

We review plans before the first shovel hits the ground and flag the design issues, access problems, and soil conditions that turn into change orders later.

Subcontractor & Trade Coordination

When a project needs specialty trades, we schedule and manage them alongside our own crews so one delay doesn’t stall the whole site.

Permitting, CDOT & Agency Coordination

Permit applications, CDOT access and right-of-way requirements, and county and municipal inspections, tracked and handled so approvals don’t hold up the schedule.

What Our Clients Say

Rated 5 out of 5

The Tree Farm PUD is a 42-acre mixed-use development in the Roaring Fork Valley with a water ski lake and extensive CDOT improvements. When we needed an experienced civil contractor to handle all the infrastructure, including a lift station adjacent to the lake, Heyl won our trust and our business. They’ve been a pleasure to work with, and I’d recommend them for any civil construction needs.

Rated 5 out of 5

They paved our half-mile stretch of private road, had to deal with ten contrary homeowners, and they did a great job. I was one of the few who didn’t want the road paved, but they were very professional, worked with us as much as possible on the disruption, came in under budget, and finished quicker than planned. Absolutely five stars.

Frequently Asked Questions

Budgets, schedules, quality, and safety across a project’s full life cycle. On civil work, that covers estimating, phasing, field supervision, trade coordination, inspections, and closeout. Because we also self-perform the civil scope, you’re not paying one firm to manage another.

With design-bid-build, the contractor is chosen by low bid after design is finished. Under CM/GC, the agency hires the construction manager separately from the designer, and the CM weighs in during design on resources, methods, cost, and phasing. The CM then gets the first shot at the construction price and must come within 5% of the Independent Cost Estimator’s figure to become the General Contractor. Colorado law authorizes this arrangement for state public projects under C.R.S. § 24-92-103. Heyl has served as CM/GC on public projects and can walk your team through whether it fits yours.

Yes. Excavation, underground utilities, grading, road construction, and paving are all done by our own crews and equipment. That means fewer handoffs, faster decisions in the field, and one company accountable when something needs fixing.

More than most people expect. CDOT’s paving specs generally don’t allow asphalt placement until air and surface temperatures reach 50 degrees and are rising, and grading has to wrap before the ground freezes. We plan the phasing around those windows from day one, so paving isn’t pushed into next spring because earthwork ran late.

Yes. Colorado public works projects come with bid bond requirements, certified payroll under the Prevailing Wage Act, and DBE participation thresholds on federally funded work. As a licensed, bonded, CDOT-approved contractor, we manage that paperwork as part of the job.

As early as you can, ideally during design. Bringing the contractor on early leads to better constructability reviews, which is where most avoidable change orders get caught. Early involvement also gives you the most flexibility to hit the Western Slope’s short building season.
