Real numbers and a realistic timeline for your site work, priced by the crew that will build it.
A guessed budget and a schedule that ignores the first hard freeze are how civil projects go sideways.
We estimate and schedule the excavation, utilities, grading, and paving we build ourselves for developers, general contractors, and public agencies across Garfield, Eagle, and Pitkin counties. Our numbers come from what this work actually costs on the Western Slope, including haul distances, local materials, and mountain site conditions. And because our own crews do the work, the estimate you approve is the plan we follow in the field.
Estimated and Built by One Team. The estimate you approve is the plan we follow in the field.
Every quantity priced and broken out, so you can check the number instead of trusting a lump sum.
Grading, utilities, and paving sequenced around Western Colorado's freeze and paving windows.
Our own crews do the work, so the estimate reflects how the job will actually be built.

Years on the
Western Slope
Heyl Construction has been based in Silt, Colorado since the beginning. For more than two decades we’ve done civil work up and down the western slope, from Glenwood Springs to Aspen and Vail to Parachute, this isn’t a market we moved into, it’s home, and we know it well.
We deliver a quality civil construction product at a price that makes sense, and we do what we say we’re going to do: accurate bids, realistic timelines, and a GPS-guided Trimble fleet that keeps grading and excavation precise. From a 42-acre mixed-use development with a water ski lake and CDOT improvements to a half-mile private road paved under budget and ahead of schedule, we deliver at every scale across this region.
Good construction estimating starts with the dirt, pipe, and asphalt on your plans. Here’s what we price and plan during preconstruction.
We measure cut and fill volumes, excavation, import and export, and grading from your civil drawings, then check them against what we see on the site walk. Rock, groundwater, and soft soils get flagged up front so they don’t show up later as change orders.
Water, sewer, and storm lines priced by the foot, with trench depth, bedding, structures, taps, and testing broken out. You see exactly what drives the cost of getting service to your site.
Subgrade prep, road base, asphalt tonnage, curb, and striping, priced line by line. We factor in the short mountain paving season so the number reflects when the work can actually happen.
We sequence clearing, grading, utilities, and paving around your deadlines and Western Colorado’s weather. That means grading before the ground freezes and paving while temperatures still allow it, with inspections and approvals built into the timeline.
Need a number before design is finished? We provide early budget estimates to test feasibility, then price alternates, like a different pipe material or phasing plan, so you can make design decisions with real costs in hand.
For CDOT and municipal projects, including CM/GC work, we provide detailed line-item pricing for open-book review, plus constructability input as the design develops. Public owners get numbers they can defend to a council or board.
Send us your plans or tell us about your site, and we’ll walk through what an estimate and schedule would look like for your project.
Deep local knowledge of Colorado’s terrain, soil conditions, seasonal freeze windows, and utility requirements. We’ve worked this corridor for decades and know what it takes to deliver here.
Trimble machine-control equipment means accurate cuts and fills on every project. Less rework. Tighter tolerances. Better finished grades.
Site clearing, excavation, grading, subgrade prep, erosion control, and hauling, all under one contract by one crew. No coordination headaches between subs. No finger-pointing when something slips.
Qualified for public road and municipal infrastructure projects. If your project touches a public right-of-way or requires state certification, we have the credentials to handle it.
We don’t low-ball to win work and make it up in change orders. Our estimates are detailed and our timelines are realistic. If something changes on site, you hear about it early, not at invoice time.
Tandem dumps, side dumps, end dumps, lowboy, and GPS-guided grading equipment, all in-house. We control the schedule, not a third-party operator.
No mystery numbers. Here’s how your project goes from a set of drawings to a proposal you can take to a lender or a council meeting.
We go through your civil drawings, specs, and geotech report, then walk the site. Access, slopes, existing utilities, and drainage all look different in person than they do on paper.
We calculate the quantities that drive cost: cubic yards of earth, feet of pipe, tons of asphalt, and square yards of base. Clear quantities make it easy to compare bids and track changes.
Each quantity gets priced with current local material costs, crew and equipment time, and haul distances. You get a line-item estimate, not one lump number you can’t check.
We build a schedule that fits the season, sets the order of work, and accounts for inspections and agency approvals. If your timeline is tight, we’ll tell you where the risk is and how to phase around it.
We walk you through the proposal and answer your questions. Once you give the go-ahead, the same plan moves straight to our field team, so nothing gets lost between the office and the job site.
The Tree Farm PUD is a 42-acre mixed-use development in the Roaring Fork Valley with a water ski lake and extensive CDOT improvements. When we needed an experienced civil contractor to handle all the infrastructure, including a lift station adjacent to the lake, Heyl won our trust and our business. They’ve been a pleasure to work with, and I’d recommend them for any civil construction needs.

They paved our half-mile stretch of private road, had to deal with ten contrary homeowners, and they did a great job. I was one of the few who didn’t want the road paved, but they were very professional, worked with us as much as possible on the disruption, came in under budget, and finished quicker than planned. Absolutely five stars.

Our office is in Silt, but our estimators and crews work up and down the I-70 corridor and the Roaring Fork Valley. We know the haul routes, material sources, and local approval processes in these communities, and that local knowledge shows up in our numbers. It depends on the size and scope of your project. A small site work job and a large public works project call for very different levels of preconstruction effort. We’ll talk through what your project needs and how preconstruction works during the first consultation. Call 970.984.3404 or request a proposal to get started.
An estimate is only as good as the information behind it. Complete drawings, a geotech report, and a site walk give you the tightest number. The most common reasons prices change are conditions nobody can see yet (rock, groundwater, poor soils), design changes after pricing, and shifts in material costs. We flag these risks in the estimate so you know where the unknowns are before work starts.
Civil or site plans are the starting point, ideally with the geotechnical report, project specs, and your target start and finish dates. If design is still early, we can work from preliminary plans and provide a budget estimate, then refine it as the drawings develop.
We plan backward from the weather. Asphalt paving has temperature limits: under CDOT specifications, paving stops if temperatures fall below the minimum air or surface temperatures, and mountain locations typically have a shorter paving window than the Front Range. So we schedule grading and utilities early enough that paving happens while conditions allow, and we plan fall grading to wrap up before the ground freezes. If a date is at risk, you’ll hear about it during preconstruction, not in November.
Yes. We’re an approved CDOT contractor and have served as CM/GC on public projects. On CM/GC work, the contractor is selected during design, provides preconstruction services, and the construction price is negotiated through open-book procedures. That means we provide detailed line-item estimates the agency can review in full. We also estimate and schedule traditional public works bids.
The earlier, the better. Bringing us in during design lets real costs shape the decisions that drive your budget, like grading layout, utility routing, and phasing. We can still price a finished plan set, but early involvement usually means fewer surprises and a schedule that actually fits the season.
Send us your plans, or just tell us about the site. We’ll tell you what it’ll take to build, what it should cost, and when it can realistically get done.
