Full-scope underground utility work — on schedule, under budget, built for the Western Slope.
Heyl Construction has been doing civil work on Colorado’s Western Slope since 1999. We work with commercial developers, general contractors, and public works departments who need underground utilities installed correctly, the first time. No subcontractor shuffle. No finger-pointing between trades. Just one experienced team that knows this region, understands CDOT requirements, and delivers on the bid we quoted.
Whether you’re breaking ground on a new commercial development in Rifle, expanding a subdivision in Glenwood Springs, or replacing aging infrastructure for a municipality, we handle the full underground scope, water and sewer mains to gas, electric, and telecom lines, under a single contract.
One contractor, one contract. The entire underground scope, water, sewer, gas, electric, and telecom, handled by a Western Slope team with accurate bids and no trade-to-trade handoffs.
Full-Scope Utility Work Water, sewer, gas, electric, telecom, one contractor, one contract from trench to final connection.
On Budget. On Schedule. Accurate bids, realistic timelines, and 27 years of proving it on the Western Slope.
Built for This Region We know the Western Slope's terrain, seasons, and permitting process inside out.

Years on the
Western Slope
Heyl Construction has been based in Silt, Colorado since the beginning. For more than two decades we’ve done civil work up and down the western slope, from Glenwood Springs to Aspen and Vail to Parachute, this isn’t a market we moved into, it’s home, and we know it well.
We deliver a quality civil construction product at a price that makes sense, and we do what we say we’re going to do: accurate bids, realistic timelines, and a GPS-guided Trimble fleet that keeps grading and excavation precise. From a 42-acre mixed-use development with a water ski lake and CDOT improvements to a half-mile private road paved under budget and ahead of schedule, we deliver at every scale across this region.
We handle the full range of underground utility work, from initial trench to final connection. Here’s what’s in scope.
We install complete water and sewer mains and services for residential subdivisions, commercial developments, and municipal infrastructure projects. Our crews handle everything from trench excavation and pipe bedding to pressure testing and final tie-in, with the accuracy that tight tolerances on public systems demand.
Gas mains and services, electric conduit, telephone, and cable TV, we install all dry utilities in coordinated trenching runs that minimize site disturbance and keep your project on a single timeline. No need to juggle multiple utility subs.
Full civil site work for commercial builds: utility rough-in, service connections, manholes, cleanouts, and meter sets. We work directly from engineered drawings and coordinate with your GC to hit each milestone without delays downstream.
CDOT-approved and experienced with public bid processes, we’ve installed utility infrastructure for municipalities and public works departments across the Western Slope. We understand agency submittals, inspection requirements, and the documentation that public projects require.
Redevelopment sites often start with what’s already in the ground. We handle residential and commercial demolition, including removal of existing utility infrastructure, before new installation begins, keeping the scope under one contract.
Underground utilities and road construction go hand in hand on most commercial projects. Our crews handle both, sub-grade prep, utility bedding, and road-base compaction sequenced so utility work doesn’t hold up your paving schedule.
Water and sewer to gas, electric, and telecom, handled by one crew, with one point of accountability from trench to final connection.
Deep local knowledge of Colorado’s terrain, soil conditions, seasonal freeze windows, and utility requirements. We’ve worked this corridor for decades and know what it takes to deliver here.
Trimble machine-control equipment means accurate cuts and fills on every project. Less rework. Tighter tolerances. Better finished grades.
Excavation, grading, underground utilities, road construction, paving, and demo, all handled under one contract by one crew. No coordination headaches between subs. No finger-pointing when something slips.
Qualified for public road and municipal infrastructure projects. If your project touches a public right-of-way or requires state certification, we have the credentials to handle it.
We don’t low-ball to win work and make it up in change orders. Our estimates are detailed and our timelines are realistic. If something changes on site, you hear about it early, not at invoice time.
Tandem dumps, side dumps, end dumps, lowboy, and GPS-guided grading equipment, all in-house. We control the schedule, not a third-party operator.
We keep it straightforward. No vague timelines, no scope-creep surprises. Here’s how an underground utility project moves with Heyl from first contact to project closeout.
Send us your drawings, site address, and scope summary. If you’re early in design, a general description of the project and utility scope works fine, we’ll ask the right questions.
We walk the site or review the plans and build a detailed, line-item estimate using our computer-based estimation software. No vague allowances. You’ll know exactly what you’re getting.
Once the contract is signed, we work your project into the schedule. We’ll confirm crew mobilization dates and coordinate with your GC or project manager ahead of groundbreaking.
Our GPS-equipped crews execute the work to plan, trenching, bedding, pipe or conduit installation, compaction, and tie-in. We coordinate inspections and document as-builts as we go.
We do a final walkthrough with your team, provide all required documentation, and close out the scope cleanly, no punch list items lingering into your paving or finish schedule.
The Tree Farm PUD is a 42-acre mixed-use development in the Roaring Fork Valley with a water ski lake and extensive CDOT improvements. When we needed an experienced civil contractor to handle all the infrastructure, including a lift station adjacent to the lake, Heyl won our trust and our business. They’ve been a pleasure to work with, and I’d recommend them for any civil construction needs.

They paved our half-mile stretch of private road, had to deal with ten contrary homeowners, and they did a great job. I was one of the few who didn’t want the road paved, but they were very professional, worked with us as much as possible on the disruption, came in under budget, and finished quicker than planned. Absolutely five stars.
